| Russia, Byelorussia, Tadzhikistan, Kyrgyz Stan and Kazakhstan are engaged to the common economic region and free trade area. In November 2009 Russia, Byelorussia and Kazakhstan signed and starting January 2010 came into force new custom union agreement between these countries and there are common regulations and custom rates. Next steps will be taking into practice common customs code and other regulations, changing legislation of participating countries where needed and bringing custom guarding duties to the Byelorussia's external border from July 2010 and to the Kazakhstan's external border from July 2011.
Top organization of the new custom union is custom commission where voting power divides as follows: 57 % votes to the Russia, 21,5 % to the Kazakhstan and 21,5 % to Byelorussia. Decisions are made on consensual principal or 2/3 of the votes are needed for the decision.
There are changes in customs rates in participating countries: - In Russia some meat products and wardrobe products rates are increasing and some wool, electrical, pharmaceutical and shoe products are decreasing.
- In Byelorussia some meat and metal products and private car rates are increasing and wardrobe, shoe, carpet, electrical, pharmaceutical products rates are decreasing.
- In Kazakhstan wood, wardrobe, shoe products, private cars and other carriage and home machinery rates are increasing and some agricultural and leather products rates decreasing.
Bilateral agreements with the other countries will be changed to the agreements with the new customs union. Today Russia has 130, Byelorussia 40 and Kazakhstan 50 bilateral agreements. |
